The reason why the subsidy for aluminum foil blank procurement projects is very high is based on the substitution price of the average price of the customs duty number (7606.12). The problem is that the customs duty number is too wide, including a large number of non-aluminum foil blank products, which leads to the average customs price of 7606.12 being too high, which is inconsistent with the facts. Considering that this issue cannot be resolved in the US Department of Commerce procedures, Zhongqi decided to sue the US Department of Commerce ruling in the US Court of International Trade.
